Construction Season 2020 - What is happening on site?

In short, this two year Contract has been divided into two phases: Phase 1 and Phase 2. A drawing of the project area showing the demarcation line between the two phases can be viewed here.

Phase One shall be completed in year 2020 and will comprise of full (four lane) reconstruction and paving/paint marking of the Alaska Highway #1 from km 1421.8 to km 1423.2, including signalization of the Hillcrest Drive intersection. West frontage road construction/paving will be completed in Phase One and limited to the area between Hillcrest Drive and approximately 100 metres north of Roundel Road. East frontage road work/paving will be completed in year 2020. The storm sewer system including all highway crossings shall be completed and operational in 2020. Water Main construction in Phase One will include the highway crossing at km 1423.07.

There may be opportunities for the Contractor to perform some Phase Two work in the 2020 construction season. Phase Two work is located between km 1423.2 and 1424.2 and includes right-of-way excavation, highway embankment and trail construction work.

    Cobalt will be closing the east frontage road between Barkley grow and condor for paving today, Access to Alkan Air, Air North from Alaska Highway will be available throughout the day with delays to traffic.

    Emergency access will be available throughout the day from Alaska Highway through Loadstar.

    As we are nearing the end of our construction season, more progress is being made on the Alaska Highway near the airport 🚙 In the coming days there will be rotating access closures and detours as we pave and install underground wiring for the new lights at the Hillcrest Drive intersection. Airport traffic will be temporarily routed onto a frontage road via Lodestar Lane. Please keep an eye out for signs and flag people who will provide direction.

  • Alaska Highway Closed - Burns Rd. to Electra Crescent

    As many of you have already experienced, traffic along the Alaska Highway through Hillcrest is being diverted at Burns Road down to Electra Crescent, allowing crews to install necessary below-ground infrastructure including water mains, fiberoptic lines, fire hydrant lines, and sewer pipes. Hillcrest Drive remains open, and connects at Norseman Road to this detour.

    It is anticipated that this traffic configuration will continue for the month of August, however please be aware that accesses and traffic routes are changing to accommodate the continued construction.

    Please follow signage and the direction of the flaggers, be safe, be aware, and be kind.

    Starting today, there will be a temporary detour for the section of the Alaska Highway in Whitehorse between Burns Road and the Beringia Centre. Please follow the signs and drive slow. Keep an eye out for rotating highway access closures and detours in place for the near future

    Effective immediately, Roundel Drive at the Skky Hotel will be closed for the day. Traffic is being detoured to Hillcrest Drive.

  • Traffic in and out of Hillcrest residential and commercial areas

    As you are well aware, construction is actively progressing along the Alaska Highway through Hillcrest area. Effective immediately, Hillcrest Drive and Roundel Road accesses to the Alaska Highway will experience rotating closures. It is strongly suggested that all traffic (pedestrians, cyclists, and motorists) use Burns Road to avoid construction crews. Flaggers and signage will be present to provide information on rapid changes.

    We recognize that this will influence your commute routes and times, as well as access to businesses in the area. We appreciate your cooperation and your understanding. As always, please continue to follow construction speed zones to ensure the safety of all people within this area.

  • Construction continues and traffic changes

    Pedestrians and cyclists and all vehicle traffic are encouraged to alter commuter routes to exit the Hillcrest area via Burns Road. Hillcrest Drive will be closed to all traffic in the coming days.

    Cobalt Construction Inc. was the successful bidder for the reconstruction of the Alaska Highway through the Hillcrest commercial area.

    As you have seen already, site preparation is underway, including vegetation clearing and grading. Cobalt has provided Highways and Public Works with the necessary mitigating conditions to commence work, including an Environmental Management Plan and Traffic Control Plan.

    Traffic control measures are in effect, including a construction speed zone, necessary to ensure the safety of the construction crews, and the transiting public.
